Army Enterprise Service-Oriented Architecture (SOA):


CFPS developed a comprehensive automated process and methodology to govern deployment and management of the Army's Service-Oriented Architecture (SOA) environment using a consolidated reference model approach.  Under this model CFPS:

  • evaluated select war fighter tools and systems and identifies gaps that impact transitioning to a SOA foundation
  • deployed Reduce and Delete Xtreme (RaDX) to capture and identify redundancies and assist in the integration of technical compliance processes and toolkits
  • identified and assesses risks and implements risk management methodologies


United States National Guard Bureau (NGB) National Counterdrug Management, Administrative, and Professional (MAP) Services:


Cape Fox Professional Services (CFPS) currently supports the National Guard Bureau with our Management, Administrative, and Professional (MAP) Services Contract. This contract is an Indefinite Delivery Indefinite Quantity (IDIQ) Contract that currently has seven tasks under it.


1. NGB Counterdrug Management Information System (CMIS) and Counterdrug Budget Obligation and Planning (CBOP) System

CFPS provides a high level of business application database support to maintain and enhance the Counterdrug Management Information System (CMIS) through software design, testing, development, management support, telecommunications, management information, systems, and automated information systems.  This task also includes help desk services supporting 2500+ users, 1000+ trouble calls, and documentation support.  Additionally, CFPS provides business application database support to maintain and enhance the Counterdrug Budget Obligation and Planning (CBOP) system.  These systems are web-based and accessible to users deemed authorized by the National Guard Bureau Counterdrug Program.  The CMIS and CBOP support software are used in 54 states, territories and the District of Columbia. These systems require analysis of security requirements and upgrading, patching, and modifying to conform to the DoD Information Assurance Certification & Accreditation Process (DIACAP).


2 . NGB Counterdrug Information Technology (IT) Project Management Support

CFPS provides Information Technology (IT) Project Management Support and Services to meet mission requirements. We assist the program with information technology requirements in the conduct of daily operational, logistics and training programs integral to the Counterdrug Program.  We provide IT related planning support by developing project plans, goals, and budgets. We identify resources needed and develop schedules and methods for measuring results.  CFPS analyzes difficult IT related issues and recommends a course of action which may depart from previous approaches.  We facilitate and provide strategic analysis for IT related projects.  CFPS provides business recommendations and aid to technical personnel involved in development of data and configuration requirements. We develop technical and functional specifications for management information systems. We provide technical planning of IT projects and develop IT system and equipment recapitalization plans.  CFPS develops and reviews estimates and estimating assumptions for IT project schedule, effort and cost using established estimating models, best practices and past experience.  We perform requirements gathering for IT and management information systems.  We assist and facilitate planning for future management information system requirements.


3. NGB Aviation Strategic Planning Support

CFPS is provides Aviation Strategic Planning Support to assist in the development of various operational., training and logistics programs integral to the RC-26 and Counterdrug equipped Army aircraft and to enhance performance of mission requirements.
CFPS provides expertise that develops and recommends equipment transfer and installation/modification plans from the current OH-58 aircraft to the future UH-72A Light Utility Helicopter. We analyze Counterdrug aviation operations and recommend changes to operations, flying hour execution and equipment that may be required for future operations. We develop equipment reclamation plans for existing aircraft to ensure Counterdrug funded systems are retained in the inventory after airframes are retired. CFPS experts participate in the annual Counterdrug Army Aviation and RC-26 program review meetings. We provide analysis and evaluation of aviation program requirements and perform strategic studies and provide recommendations of aviation program requirements.


4. NGB Counterdrug Strategic Planning Support

CFPS provides Strategic Planning Support and Services to assist the program with current and future strategic planning requirements in conducting daily operational, logistics and training programs integral to the Counterdrug Program. We provide expertise in developing short and long term project plans.  We assist in identifying resources needed and developing schedules and methods for measuring results. CFPS analyzes difficult planning issues and recommends a course of action which may depart from previous approaches. We project future allocation of Counterdrug resources through the study and analysis of driving forces such as threat, customer needs, emerging technologies and internal/external micro- and macro-environments. We provide business recommendations and aid to personnel involved in development of strategic plans.  CFPS performs program planning research and provides expert advice on strategic planning. We assist and facilitate planning for future missions and research and analyze possible solutions to meet organizational requirements.

CFPS also facilitates and provides strategic analysis for projects. We analyze illicit drug trafficking trends and provide recommendations for appropriate Counterdrug mission response.  We research and provide recommendations for partnering relationship with High Intensity Drug Traffic Area (HIDTA) centers and assist and facilitate future program reorganization. We analyze market trends, conditions and technological advances to develop solutions for response to illegal drug activities.  CFPS provides threat-based analysis of Counterdrug strategic plans and provide recommendations for increased effectiveness. We assist with creation, submission and implementation of State Plans strategy.  CFPS provides advice and policy recommendation to the staff and field related to intelligence activities, information sharing, and legislative issues. We analyze and assess current program effectiveness and unit readiness and recommend expert solutions for improvement.


5.  NGB Substance Abuse (SA) Project Manager

CFPS provides daily support in matters relating to the NGB J3 CD Substance Abuse Program (SAP), Prevention, Treatment and Outreach (PTO) and partner agencies.  The CFPS SA Project Manager attends various conferences and meetings, speaks at key events, teaches at SAP seminars and provides technical writing support as required to support SAP staff with required program documents.  Our SA Project Manager also assists SAP by conducting visits to required states that are implementing the PTO program.  The CFPS SA Project Manager demonstrates expertise in the following areas:

  • Program Management
  • PTO initiative
  • Substance abuse prevention, treatment, brief intervention methodologies, relapse prevention
  • Mental health promotion, prevention, disorders, treatment and resources
  • Internal National Guard resources
  • Federal, State and Local resource knowledge
  • Training and Facilitation
  • Fiscal awareness
  • Process Improvement
  • Team Building, Collaboration and Partnership development
6.  NGB Substance Abuse Program (SAP) Subject Matter Expert (SME)

The CFPS SME will provide services in support of SAP and provide the following:

  •  Develop a curriculum manual adapted for the Guard for training, certify groups identified by SAP on the aspect of Team Readiness and develop measures for evaluation the Team Readiness and PTO efforts.
  •  Conduct training to certify PTO Prevention Coordinators to teach Team Readiness Training Modules.
  • Conduct training to certify PTO Prevention Coordinators as certified trainers of Team Readiness Training Modules
  • Develop measures for Team Readiness and PTO efforts and as such assist NGB SAP Program with programmatic PTO outcomes and accountability efforts.
  •  Attend meetings, conferences or trainings as tasked by the NGB SAP.
  •  Provide technical assistance and coaching as directed by the NGB SAP Section Chief.
7.  NGB Drug Demand Reduction (DDR) Subject Matter Expert (SME)

The CFPS DDR SME must speak at key events, teach at DDR seminars and provide technical writing support as required to support DDR staff with required program documents. The CFPS DDR SME also assists the DDR Program by conducting visits to required states that are implementing the Stay on Track (SOT) program. This includes assisting the states in preparation for the upcoming 2008-2009 school year and writing a SOT year end review. Our DDR SME demonstrates expertise in DDR and SOT theory and specific evaluation methodologies to measure the effectiveness of the SOT for the DDR program. This will include assisting the DDR Program with implementing specific evaluation methodologies.


Project Manager Battle Command:


This contract provides development support across the maneuver, fire support, sustainment, strategic and operational C2 domains as well as Battle Command common service-oriented software infrastructure and applications.  Under this contract, the contractor will provide development and support pursuant to Task Orders.  The scope of work includes:   

  • Software development of battle command products (systems, applications and service-oriented software) under a service oriented architecture and network centric environment under the Army’s approved migration plan;

  • Development to support functional and System of Systems requirements for Battle Command products (interoperability, specific performance improvements, SoS requirements, specific user prioritized system needs);

  • Maintenance of legacy product baselines in the transition period to a full service oriented net-centric architecture;

  • Integration activities at the system level based on integration of system specific and SoS service oriented software;

  • System and operational level testing; and

  • Product level logistics support including training products to support new product functionality.

Training Operations & Support

Army Traffic Safety Training Program:

The ATSTP is a worldwide, comprehensive behavioral modification training program designed to combat aggressive driving for service members identified as high-risk vehicle operators. Its goal is to significantly reduce deaths and injuries as a result of traffic and recreational accidents.


The Army’s Installation Management Command (IMCOM) manages the program and has the responsibility of providing this training to all soldiers Army wide. The United States Army Combat Readiness/Safety Center at Fort Rucker, Alabama developed and approved the courseware.


In accordance with the original contract, CFPS centrally coordinates, manages, and implements the ATSTP at the regional level. It provides professionally trained and qualified instructors who combine classroom with hands on instruction for safe operations of all privately owned and recreational vehicles. CFPS also provides mobile training teams to respond to training surges and offers assistance with scheduling and organizing training efforts through a 24/7 hot line.


Navy and Marine Corps Traffic Safety Program:

This program is a worldwide, comprehensive traffic safety training program designed to protect and preserve the safety and well-being of today’s sailors and marines across all Navy and Marine Corps installations. Our goal is to significantly reduce deaths and injuries as a result of traffic and recreational mishaps.


Cape Fox Professional Services (CFPS) provides professionally trained and qualified instructors to Navy and Marine Corps installations worldwide, who combine classroom instruction with hands-on instruction for safe operation of privately owned and recreational vehicles. The curriculum includes comprehensive training in basic, advanced, and sport bike motorcycle safety, basic and advanced off-road vehicle safety, and traffic safety. To provide a more realistic driving experience and to help ensure all sailors and marines have the necessary real-life skills for effectively and safely operating a vehicle and motorcycle, CFPS is integrating the most progressive motorcycle and personal vehicle simulators into its training program. The simulators are used to safely introduce users to traffic situations. The machines being used in conjunction with the traffic safety program are the Honda SMARTrainer for U.S. Navy installations, and the Simulator Systems International, EF-Bike for the U.S. Marine Corps installations.


CFPS has several innovative projects that promote both safety and the skills training courses that we provide. CFPS has supplied over 250 Hyosung GT250 motorcycles to Navy and Marine installations worldwide for students to use for course training. CFPS has partnered with Teton Gravity Research (TGR) and One Eyed Bird, LLC, to produce Semper Ride, a high intensity motorcycle feature length film starring some of the world’s top athletes in the sport, highlighting and advocating the proper training and gear for motorcycling and encouraging dirt-bike riding as an alternative to street riding.

In order to provide the best service and training we have tasked the National Traffic Safety Institute to provide our program evaluation. You can find information about our program on posters and brochures located on installations. We will soon launch a traffic safety website, providing prospective students and safety professionals a one-stop shop of information and registration material.


CFPS centrally manages and directs the administration of this program. More than 120 trainers have been deployed to Navy and Marine Corps installations worldwide, including major hubs in California, Florida, North Carolina, and Virginia, as well as at various overseas locations in Spain, Italy, Bahrain, Japan, Singapore, Greece, and Korea. 58,343 Navy Sailors and 9,127 Marines have been successfully trained since the programs start in September 2008.

CFPS Blue Force Tracker (BFT) Mobile Training Team (MTT) - recently completed a unplanned and extremely short notice request to present needed Electronic Data Management (EDM) overview course of instruction to the Kentucky NG, in support of PM Air Warrior.

CFPS previously provided security services to the BIA from 2009 until 2013.  These services met the criteria for level II security requirement covering resources which are deemed “sensitive” in nature or status.
CFPS security guards currently held a high risk, public trust position which had been endorsed after the proper background investigations were completed based on the Office of Personnel and Management requirements. In order to meet these requirements, CFPS Guard personnel background investigations covered the previous 7 years of employment, reference checks, and credit history. 
Some of our responsibilities and documentation processes included, but were not limited to:

  1. Confirming the identity of and allowing access to individuals who were authorized to enter the Reston facility.  CFPS Guards confirmed an employee’s identity through their department issued badge.
  2. CFPS Guards were authorized to deny access to non-employees who were not cleared to enter the building.  CFPS guards followed written procedures outlining the requirements for other Government employees, visitors, or contractors to be on site.  CFPS Guards also issued visitor badges, parking permits, and a guest log to account for visitors when on the premises.
  3. CFPS Guards had the authority to randomly screen personal bags and packages as a security measure.
  4. CFPS Guards visually screened all packages arriving through the US Mail or third party shipping services (i.e. FedEx, UPS, DHL, etc).  This process ensured the package is safely delivered to the proper Government employee without unnecessary risk or harm.
  5. CFPS Guards were specifically responsible for the areas of the building’s interior and exterior areas.  CFPS Guards were required to challenge any person within a facility if the person was not properly displaying an identification badge or visitor badge.
  6. CFPS Guards were charged with monitoring multiple closed circuit television screens simultaneously to assist in the surveillance of the exterior building, exit doors, and parking lots.  Suspicious or unauthorized activity was notified to the shift commander and documented in the daily log.


Additional Offerings

Project Manager Mission Command:

CFPS is currently fulfilling the US Army Material Command, Communications-Electronics Life Cycle Management Command's (C-E LCMC), requirement for the Mission Command Development.
This Mission Command family of products development acquisition effort will provide a  contractual vehicle for providing development support across the maneuver, fire support, sustainment, strategic and operational C2 domains as well as the Mission Command common service-oriented software infrastructure and applications.  Under this contract, CFPS provides development and support pursuant to Task Orders.  This Scope of Work describes work that can be issued under these Task Orders. 



CFPS is fulfilling the Army's Communication Electronics Command's (CECOM) continuing requirement for rapid response services to support critical systems requirements for the Command and Control (C2) Systems Integration Directorate (C2SID).
The CECOM Rapid Response Project Office is chartered by the Deputy to the Commanding General, Communications-Electronics Command, to execute a unique, competitive, streamlined business process that will allow United States Federal Government managers to acquire contractor-provided services. The CR2 Project Office provides a unique support service that will aid all federal government managers to rapidly execute their requirements as identified by their mission objectives. The CR2 Project Office support service provided will be above and beyond those normally available at federal agencies



CFPS is currently fulfilling the Department of Army, Army Material Command (AMC), Communications Electronics Command (CECOM), Software Engineering Center's (SEC) requirement for Systems and Software Engineering Support (SSES NexGen).
The Communications Electronics Command (CECOM) Software Engineering Center (SEC) provides systems and software engineering support for many customers including, most prominently, Army Program Executive Officers (PEOs) and their Project Managers (PMs), the Headquarters Department of the Army (HQDA) and its components and other Department of Defense (DoD) elements.



CFPS is fulfilling the U.S. Army Small Computer Program's (ASCP), in coordination with the Army Contracting Agency (ACA), Information Technology, E-Commerce and Commercial Contracting Center (ITEC4), follow-on Information Technology Enterprise Solutions (ITES) requirement for Enterprise Mission Support Services Solutions (Functional Area 2 under ITES).


CFPS is fulfilling the Federal Aviation Administration (FAA) requirement for an array of professional and support services to better serve the requirements of the FAA, and other Federal Government Agencies.


CFPS is currently fulfilling the Naval Surface Warfare Center, Dahlgren Division, on behalf of the Naval Sea Systems Command and the Navy Virtual SYSCOM and other Navy activities's requirement for system engineering and advanced analysis technology support.
